Protecting the Rights, Safety and Well-Being of our Community

Dear Bruin Community:

Welcome to spring at UCLA. This is our quarterly reminder highlighting key policies and resources related to free expression, safety and community well-being. As we have shared in the past, our central aim is to ensure that UCLA is a place where Bruins of all backgrounds and identities feel safe, welcome, respected and able to participate fully in campus life.

Campus Events, Public Expression and Related Activities at UCLA

UCLA is deeply committed to freedom of expression, a principle that is fundamental to our academic mission. Freedom of expression is also a right: As a public university, UCLA is barred by the Constitution from restricting expression on the basis of viewpoint.

While the right to free speech is legally protected, it is not absolute, and the university has the right and the duty to enforce certain policies that regulate speech. These are called Time, Place and Manner (TPM) policies. They help prioritize safety, respect and well-being while upholding UCLA’s commitment to freedom of expression and an environment where Bruins feel welcome and able to effectively learn, work and enjoy campus life. We encourage you to read through these policies carefully. Everyone is expected to follow them, and individuals who violate the policies may face legal penalties, student or staff disciplinary action and/or exclusion from campus.

Discriminatory acts, harassment and abuse are strictly prohibited by law and university policy. Anyone who experiences such conduct should immediately report it to the university.

UCLA’s free speech website provides more details on campus policies and procedures, answers to frequently asked questions, and resources that describe how we uphold fundamental rights while maintaining our commitment to a safe and inclusive environment for all.

Safety and Well-Being Resources

We have a host of resources to help you stay safe, prepared and healthy at UCLA. Please familiarize yourself with campus resources that may be useful to you:

Important Guidance: What to Do If You Encounter Immigration Enforcement on Campus

We have no indication or reports that immigration enforcement activities will occur on our campus. However, we want community members to be aware of actions you should take. In general, if you encounter or are notified of federal immigration enforcement on campus:

Please read more detailed information and learn about additional community resources on UCLA’s federal updates site, which also includes immigration enforcement information and a printable Know Your Rights Card

Thank you for taking the time to read through these policies and resources. We look forward to a safe quarter ahead.
